Juneau Tourism Management Plan

Juneau , Alaska is the state’s capitol and is a small community clinging to the shoreline between deep fjords and steep glacial mountains.  The Borough of Juneau and surrounding areas are rich in exciting natural features and culture.  In the last decade, cruise ship tourism has nearly tripled, flooding Juneau with nearly 700,000 visitors over a five month season.  Helicopter and float plane flightseeing, pollution of the nearby ocean by cruise ships, and volume that overwhelms small community infrastructure have created conflicts among the citizens about the current practices and future of tourism.

In the spring of 2001, Egret Communications and ARA Consulting (a division of KPMG Consulting Ltd.), contracted with the City and Borough of Juneau to build a plan for tourism that seeks to find common ground between business interests and community wants and needs.  The planning process employed a number of public participation mechanisms to identify desired outcomes and potential courses of action.  The process identified a tourism path that can be equally supported by the community and the businesses.

The Egret/ARA team used tourism engineering principles to analyze potential outcomes from tourism alternative future scenarios.  Our team worked with all stakeholders in Juneau and with the cruise lines to turn this situation into a win-win opportunity.
